Raja Azhar was born in Klang, Selangor. He attended St. John’s Institution, Kuala Lumpur both for his primary and secondary education. He left St. Johns Institution in 1989 having completed his STPM as School Captain Head Prefect.

He graduated from the University of East London in 1994 with an LLB (Hons). Whilst in London, he was the President of the Kesatuan Penuntut Undang-undang Malaysia for United Kingdom and Eire.

He was para-Legal with Messrs. Sharifah & Associates. During that period he assisted the partners with the day to day administration of the Litigation Department. He was also responsible in the client’s management.

In March 1997, he was conferred an LLM (International Law) from the University of East London. He was involved with Land Consultancy through R.Y Bina Sdn, Bhd. and Potensi Jitu Sdn. Bhd. He was made the managing Director for both companies. His duties included general administration of the office as well as specific duties as a Land Consultant.

He also possessed a valid lecturing certificate from the Ministry of Education of Selangor and also has expertise in providing consultancy work for land dealings and multimedia.

He was also a law lecturer in Berjaya International College in Petaling Jaya for the period of 1997 to 1998.
